Yah i had the same issue, id install the multiplayer packs and it still said suspended. So what fixed mine was downloading all the packs, don't close your modern warfare when downloading the packs, leave it open. It should say installing content. I also recieved a multiplayer pack when I rebuilt my ps5 database. 1.
